Charles “Chuck” Owen is the son of Creighton and Gloria Owen, both community leaders in West Central Louisiana for many decades. While his parents are deceased, their influence on his life and the way he conducts himself are ever-present. Creighton and Gloria were impactful citizens and had many great friends throughout Louisiana. They were loving parents who instilled in Chuck a strong work ethic and an unwavering sense of community.
Chuck is a 1981 graduate of Leesville High School. After high school he attended and was graduated from Louisiana Tech University with a Bachelor of Science (cum laude) in 1984 and a Master of Business Administration in 1986. While at Tech, he was commissioned in the United States Air Force through the Air Force Reserve Officers Training Corps. As an intelligence officer, Owen served at various levels of command and responsibility during his 20-year career. During his time in the Air Force, he was deployed during several
wartime contingencies including Operation Desert Storm, Allied Force, Southern Watch and Enduring Freedom. Chuck retired honorably in 2006 as a Lieutenant Colonel. He holds a lifetime membership in the VFW.
Chuck would go on to successfully receive his Master of Science degree in 2009 and his PhD from LSU in 2011. He currently serves the Department of Defense as a consultant and is an Adjunct Professor for Indiana Wesleyan University and The Air University, teaching online courses.
Chuck serves his community as Vice President of the Leesville High School Alumni Association. He has held
leadership positions in Leesville Lions Club and Vernon Parish Chamber of Commerce.
Chuck has been married to Carolyn Van Dine Owen for 28 years. Carolyn is a career school teacher, working primarily in special education and early intervention settings. The happy couple has two adult daughters. Laura (25) works at an education center in Baton Rouge for children with autism and Emma (23) is a senior at Louisiana Tech majoring in Interior Design. A passionate sports fan, Chuck announces Leesville High School football games and has coached AAU basketball and track. He is also an avid hunter and a vocal supporter of the Second Amendment. Chuck and Carolyn are active members of the Christian Living Fellowship church in Leesville.
To conclude on a personal note, in 1963 Chuck was adopted from the "Methodist Home Hospital for Unwed Mothers" in New Orleans by two very loving parents. He is a strong advocate for life!
